Candidate Gray-Ginsberg has the objective of filling Hoover Dam with this new fill Colorado River method of pipes from the Gulf of Mexico, desalinated water delivered, and deposited at Colorado Headwaters to refill the Colorado River and the current Hoover Dam crisis.
